Mr. Horan graduated cum laude from the University of New Mexico School of Law in 2008 and received his Bachelor of Arts from the University of New Mexico in 1995. He became associated with the firm in an Of Counsel capacity in 2009. His law practice focuses primarily in the area of government relations, legislative relations, municipal law and civil litigation. Prior to attending law school, Mr. Horan had a successful career with the Albuquerque Police Department serving in various capacities. He currently serves as the General Counsel for the Mid-Region Council of Governments (“MRCOG”). MRCOG serves as the Metropolitan Planning Agency for the Bernalillo, Sandoval, Valencia and Torrence Counties as well as functioning as the operating agency for the New Mexico Rail Runner Express. In his work for MRCOG, Mr Horan has experience in dealing with the New Mexico Procurement code and contract law.
In addition to his duties as General Counsel for MRCOG, Mr. Horan serves as the lobbyist for MRCOG and he is a contract lobbyist for a variety of clients. Mr. Horan lobbies at the state level of behalf of his clients. He also serves as the local representative for the Washington Lobbying firm of Murray, Montgomery & O’Donnell in the firms representation of Sandoval County.
